Broward Supervisor of Elections Brenda Snipes’ top lawyer is not paying her taxes on a private business funded with public dollars. State and County records show the company owned by Burnadette Norris Weeks failed to pay more than $17,000 in property and sales tax. Lin LLC owns a meeting space business at 405 NW 7th Avenue in Fort Lauderdale.

In March 2014, the Florida State Department of Revenue levied a lien against Lin LLC for failing to pay $664.82 in sales tax. On August 28, 2014, the State placed another lien for $6,307.13 in unpaid taxes. While Lin LLC finally paid the State of Florida in October 2014, Broward County is still awaiting payment of $10,638.77.

According to Broward County tax records, Lin LLC has not paid its 2013 and 2014 property taxes. Lin LLC owes $5,492.22 in 2013 taxes and $5,146.53 for 2014 property taxes.

Florida business records show Burnadette Norris Weeks is a managing member of Lin LLC which owns the property at 405 NW 7th Avenue. Norris Weeks is a managing member of Avenue of the Arts Executives Suites, the corporate entity behind Avenue Executive. This company rents out office space for meetings and events at 405 NW 7th Avenue. REDBROWARD reported Burnadette Norris Weeks hosted fundraisers for Broward County Commissioner Dale Holness at this address.

Burnadette Norris Weeks’ law offices are connected to 405 NW 7th Avenue. According to county records, she has not paid her property taxes for 401 NW 7th Avenue.

REDBROWARD reported Norris Weeks obtained public dollars from the Fort Lauderdale CRA to renovate the building which houses her law offices and Avenue Executive.

In September 2004, the South Florida Sun-Sentinel reported, “[The Fort Lauderdale CRA] Gave Burnadette Norris-Weeks and Valerie Kiffin Lewis, as Right Perspective Development Group, $78,980 to renovate a building they bought at 401 NW Seventh Ave.”

Norris-Weeks received nearly $300,000 in public funds to open a two-person law firm.

A review of Fort Lauderdale CRA records show Lin LLC received public dollars to repair the building at 405 NW 7th Avenue. In the March 2010 Fort Lauderdale CRA minutes, an agreement with Lin LLC would “provide $70,000 and transfer the appropriate funds for the renovation of an exisiting building at 405 NW 7th Avenue.”

Lin LLC was founded by disgraced attorney Gerald Lindor. He was disbarred and convicted for stealing nearly $3 million dollars from his clients.

Norris Weeks obtained more public funds from the South Florida Regional Planning Council (SFRPC). Right Perspective Development Group, LLC, sought $170,000 for “land improvement” and $50,000 for “construction.” Right Perspective Development Group LLC told the SFRPC the new legal services business would create two jobs. It appears those two jobs were given to Norris-Weeks and Kiffin-Lewis.

In addition to her law practice and office space rental business, Burnadette Norris Weeks obtained a lucrative contract from Broward County. REDBROWARD revealed Norris Weeks was given a share of the airport concessions business at Fort Lauderdale Hollywood International Airport.

The U.S. Department of Transportation’s Airport Concessions Disadvantaged Business Enterprise (ACDBE) program is supposed to increase opportunities for minority and women-owned small businesses to operate as concessionaires in airports around the country. Locally, Broward County Office of Economic and Small Business Development (OESBD) “works to certify local firms as ACDBEs and to establish annual ACDBE participation goals for the County’s airport projects.” In order to qualify, a business must be “51% owned, controlled and managed by socially and economically disadvantaged U.S. citizen or legal resident who belongs to one or more of the following categories: African-American, Asian-Pacific, Hispanic, Native, Sub-continent Asian, or female.” An individual owner’s Personal Net Worth (PNW) must not exceed $1.32 million excluding personal residence.

In order to retain its food and concession contracts at Fort Lauderdale/Hollywood International Airport, TheParadies Shops needed to comply with the ACDBE guidelines. In 2006, Paradies formed Paradies-Broward LLC. According to State of Florida corporate records, Paradies-Broward LLC was comprised of four members: The Paradies Shops, JD Ruffin Associates Inc., Maria Soldani Consulting LLC and Right Consulting LLC. Burnadette Norris-Weeks is listed as a member of Paradies-Broward LLC.

In December 2013, Broward Commissioners approved the latest agreement with Paradies-Broward LLC. Records show Right Consulting LLC owns a 9% share of the Fort Lauderdale/Hollywood International Airport concession business.

Nothing in Norris-Weeks’ resume shows past experience in airport concessions. Following law school, she worked for a Tallahassee law and the Florida House of Representatives. After a year with the Florida Attorney General’s office, Norris-Weeks joined a Fort Lauderdale insurance company. In 1999, she opened her own legal practice in Fort Lauderdale. Right Consulting LLC was created in 2004.

In 2006, Norris-Weeks added a member with airport experience to Right Consulting LLC. State documents show Judith DeBourg joined Right Consulting in September 2006. DeBourg had experience landing Broward county government contracts. In May 1999, Buddy Nevinswrote DeBourg used political connections to secure airport business. He wrote, “Broward County commissioners this week handed an airport contract to Judith Debourg. Debourg got her work the old-fashioned way at the governmental center. She was Commissioner Kristin Jacobs’ campaign manager.” DeBourg had no shame. “It didn’t hurt to know the right people,” Debourg said.

The public dollars pouring into Burnadette Norris Weeks’ income doesn’t stop there. She has acted as the attorney for the City of West Park, Opa-Locka and others.
