AHF CEO Michael Weinstein Admits To Wanting Patients Living Close To His Pharmacies.

On Valentines Day 2019, AIDS Healthcare Foundation (AHF) CEO Michael Weinstein presided over the opening of an affordable housing project in east Los Angeles. The renovated “Casa Del Corazon” hotel was the fifth project developed by the Healthy Housing Foundation “powered by AHF” to open in the Los Angeles area. A press release claimed “Casa Del Corazon” would provide affordable housing for nearby college students and youth.

“We’re using multiple approaches to address the housing crisis — new construction, micro-units, renovation of existing structures, we’re looking at all possibilities,” said Michael Weinstein, President of AHF. “The bottom line is we need viable solutions that are economical and fast. Communities can’t wait any longer; the situation is too dire.”

But in his opening remarks, Weinstein appeared to give a new reason for the newest AHF project. He noted the new project is “right across the street” from his AHF pharmacy.

“Part of our philosophy, instead of asking people to travel long distances to come to us,” Weinstein said, “We try, whenever possible, to bring these services to the communities that need them.”

Weinstein said the previous AHF projects were located in Los Angeles notorious skid row district. He said “being able to open this facility in a thriving, working class community, not as dangerous as skid row…is a great thing.”

Weinstein said AHF renovates old hotels because it is “cheaper.” He said his two part philosophy is to make the units truly affordable to renters and to keep costs down to avoid a “heavily subsidized” project.

However, by mentioning the proximity to the AHF pharmacy, Weinstein seems to imply patients and users of AHF services would be tenants rather than mere college students.

Then, Weinstein told the crowd about his controversial fifteen story project in Fort Lauderdale dubbed “Trantalis Tower.” The plan is just as vague when it comes to who will actually live in the Fort Lauderdale project.

Just like “Casa Del Corazon,” the Fort Lauderdale project would be mere steps away from AHF headquarters. Tenants of the proposed project would not have to “travel long distances” to receive AHF services. The latest AHF proposal includes “retail space” in the building. Could this be home to a new Out Of The Closet thrift store? The thrift store is owned by AHF.

Will Trantalis Tower be home to AHF clients? Local college students? Homeless people? Foreigners seeking treatment from AHF?

While AHF is non-profit, the New York Times noted it’s the only non-profit with a large sales force.

WEINSTEIN: PHARMACY SERVICES ARE AHF “JET FUEL”

According to the New York Times story about Weinstein, “Pharmacy services are, in Weinstein’s words, A.H.F.’s ‘jet fuel.’ That’s because 70 percent of spending on H.I.V. care consists of drug costs. While H.I.V. patients in the United States skew poor, the costly insurance claims they generate by filling prescriptions make them gold mines, not only for pharmaceutical companies but also for certain pharmacies, like Weinstein’s, that take advantage of a federal program called 340B.” To maintain AHF’s dominance, Weinstein employs a large sales force.

“Weinstein summoned 30 foot soldiers to the Sheraton Hotel in New Orleans for a retreat for A.H.F.’s sales team — a division that doesn’t exist at most nonprofits because most nonprofits have nothing to sell. A.H.F. does: It sells health care to a customer base overwhelmingly composed of patients receiving government assistance, and each new patient it acquires means more cash for its operations. The sales team at A.H.F. is responsible for recruiting new patients, a function they perform by scouring homeless shelters, hosting parties at gay clubs, cozying up to local clinicians and deploying mobile-testing vans to H.I.V. hot spots. It’s a commissions-driven gig. For each new patient who goes to an A.H.F. clinic and fills an antiretroviral prescription at an A.H.F. pharmacy, the rep receives $300. He or she receives an additional $300 when patients fill their prescriptions a second time — the second fill being a more reliable predictor of patient retention.”

The New York Times detailed how the AHF sales force recruits new patients. “To recruit new patients, sales reps are expected to hold several events each month, most of them in high-risk zones. Events vary by location. On Los Angeles’s Skid Row, for example, reps hand out McDonald’s gift cards to anyone willing to take a rapid H.I.V. test. In South Central, the reps sometimes set up a game called Cash Box, in which contestants who agree to a rapid test enter a plexiglass booth where they try to grab cash as it is blown around at high speeds. In gay neighborhoods, reps may invite passers-by to play Dildo Toss — a carny-inspired game in which players hurl phalluses of varying colors and sizes into a hole carved out of a plank of wood. ‘We give them three chances,’ explained Edwin Millan, director of sales for the Western United States, ‘and if it goes in the hole, they get to spin a wheel and they get a prize.'”

With a 500 unit facility next door to AHF headquarters, perhaps Weinstein could cut back on costs related to McDonalds gift cards, parties with “Dildo Toss” and other events. It would certainly help the AHF bottom line, right? But would it really help the neighborhoods or the affordable housing crisis if AHF makes more money?

Pure Politics? AHF Reveals True Agenda In Affordable Housing Fight

Last summer, the AIDS Healthcare Foundation (AHF)/ Healthy Housing Foundation announced a controversial project near downtown Fort Lauderdale for at-risk and working class residents. According to AHF, the proposed “low-income and affordable housing residential development campus” would be built to “specifically address the housing needs of low-income, and chronically ill individuals and families with a focus on sustainable SRO and rental-to-ownership models.” Dubbed “Trantalis Tower,” the proposed development failed to gain the support of local residents.

When Fort Lauderdale residents asked AHF CEO Michael Weinstein and other officials for specifics, they were labeled as uncaring bigots who did not care about the “affordable housing crisis” in Broward county. Many details of the project were vague including who would live at the campus, whether any social services would be provided on site and even the size and number of units.

AHF simply wanted Fort Lauderdale residents to trust them because they would use private funds to solve the “affordable housing crisis.”

3Ps: PURE POLITICS?

As REDBROWARD reported last week, AHF is desperately fighting a California bill addressing housing. A Healthy Housing Foundation mailer launched a racist attack on State Sen. Scott Wiener, the sponsor of SB50. The bill calls for the creation of “new zoning standards for constructing housing near job centers and public transportation, along with protections against the displacement of renters and vulnerable communities living in those areas.” Labeling the legislation as “gentrification,” AHF likened Wiener’s bill to “negro removal,” racist housing policies of the 1960s.

AHF’s tactics were vilified by local leaders and Democrat politicians. AHF CEO Michael Weinstein refused to apologize.

This week, AHF tried damage control. Claiming it “Boldly Tackles Housing Affordability Crisis.” AHF said, “The housing affordability crisis, which experts widely consider a serious public health threat, is another instance of AHF stepping up when others have not.”

After touting its Los Angeles housing projects, AHF finally revealed its true agenda:

T]hrough Housing Is A Human Right, AHF seeks to create policy change and push forward a people-first housing agenda known as the ‘3 Ps’: protect tenants; preserve communities; and produce housing. The 3 Ps directly confront a profits-over-people, trickle-down housing agenda pushed by the real estate industry and its political allies in government.

AHF thinks profit is bad. AHF thinks landlords and developers are villains.

“We must urgently address our housing affordability crisis by first helping those in most need,” said Housing Is A Human Right Director René Christian Moya. “That means creating policies and building housing for the middle- and working-class. They are bearing the brunt of excessive, unfair rents and harmful policymaking driven by the real estate industry, which includes corporate landlords and developers.”

AHF announced the “Rental Affordability Act,” a statewide rental control measure to be included on the California ballot in 2020.

PUSH FOR LOCAL RENT CONTROL IN FLORIDA

Earlier this year, Florida State Rep. Anna Eskamani (D-Orlando) introduced a bill to overturn State prohibition of rent control measures. Eskamani wanted to allow local governments to institute rent controls to combat the “affordable housing crisis.”

“We know we have an affordable housing crisis in this state. And I’m a firm believer not just in home rule, but also as a legislature it is a responsibility to provide a tool kit of ideas and solutions to local government to solve this problem,” Eskamani said.

Rep. Carlos Smith, Eskamani’s fellow Democrat in the Florida House, filed another anti-landlord bill.

Both bills died in committee.

In 2017, Carlos Smith introduced legislation to “prohibit HMOs from classifying prescriptions for people living with HIV at the highest tier in regards to copays and deductibles.” One of the bill’s biggest backers was AHF.

“The Legislature should take seriously the affordability of HIV drugs if the state truly wants to achieve zero infections in Florida,” AHF official Jason King said. “These bills are about patients being able to afford the medications they need to live and thrive, and we at AHF are going to do everything we can to support…Representative Smith and their efforts around these bills.”

According to the report, “SFGN contacted Ida Eskamani, Smith’s legislative assistant said the bill has not been placed on the house health innovation subcommittee agenda.” The bill ultimately died in committee.

Ida Eskamani is the twin sister of Rep. Anna Eskamani. Currently, Ida Eskamani is the public policy director of the New Florida Majority (New FM), a progressive group behind “affordable housing” protests in Miami-Dade.

When will Fort Lauderdale leaders realize Trantalis Tower is a political ploy and not a solution to the homeless problem in Broward? Do they even care? Or, do they believe in rent control? Does Dean Trantalis view developers and landowners as the bad guys?
