If you really wanted to write something on this that would be interesting, you should find out how much time she was AWOL with the County organization while she was AWOL with the County. You’d probably find that for most of her term, staff and others were covering for her and she did nothing.
The other side is that they aren’t giving her the award for her work. She is getting the award because she can sell tickets and raise them money for the event.
And its not just Democratics. Republicans do it too.
